The Ministry of Education and Training requires the education officers to not absolutely introduce, diffuse and mobilize purchase or issuance of reference books to students and their parents in any form.
The Ministry of Education and Training delivered the Departments of Education and Training official dispatch guiding use of the reference books in replacement with the official dispatch in 2008 with backward problems. As stipulated, the text books are main materials for students to study and for teachers to use during teaching and examination. The teachers must base on standard knowledge and skills and determine focuses of the lessons to design the lesson plans in conformity with the students’ acquisition.

Besides, the teachers may use the reference books to support design of the lesson plan and self-enhance professional levels … and the students may use the reference books to expand and enhance knowledge. During use, in case of discrepancy between the reference books and the textbooks, the textbook will be the basis for teaching and studying.
“Organizations and individuals of the Departments and Offices of Education and Training must not obsolutely introduce, diffuse and mobilize purchase or issuance of reference books to students and their parents in any form.”, guided Deputy Prime Minister Nguyen Vinh Hien.
The Ministry of Education and Training provided that leaders of the education establishments must take responsibility for list of the reference books circulated in their establishments.
In recent time, many parents have expressed dissatisfaction upon detecting many reference books with printed China’s flag and the Chinese (broken) U-shaped line… The Ministry of Education and Training requires withdrawing these books and assigns the publishing house to resolve and recommends that the publishing houses only ensuring sufficient conditions issue the reference books.
