On behalf of the Executive Committee of the Provincial Party, Mr. Dinh Tien Dung, Central Party Commissioner, Provincial Party Committee Secretary reported the President the development of resolution of 11th Party Congress and Resolution of the 20th Party Congress. Immediately after the success of the 11th Party Congress, the Provincial Committee of the Party organized to promptly notify the results of the Congress; directing the propaganda of the 11th Party Congress results of the Party to officials, Party members and the people. Actively building the action programs, releasing the Plan no. 05-KH/TU in terms of study, grasping through and implementing the Resolution of the 11th party Congress of the Party and Resolution of the 20th Party Congress of Ninh Binh; focusing on sufficient preparation of conditions and organization of study, grasping and implementing the Resolution of the 11th Party Congress of the Party and Resolution of the 20th Party Congress of Ninh Binh immediately termination of electing the 13th National Assembly members and the People’s Council members at term 2011-2016. The comrade Provincial Party Committee Secretary reported to the President on the socio-economic conditions in the first four months and actual situation of implementing the Conclusion no. 02-KL/TW of the Politburo and Resolution no. 11/NQ-CP by the Government. The Provincial Committee of the Party punctually released Directive no. 06-CT/TU in respect of leading and directing the implementation of guideline of the Party and Government on inflation restraint, stability of macro-economy and assurance of social security. The Provincial People’s Committee focused on directing and promulgating the Plan associated with Decision no. 158/QĐ-People’s Committee to assign duties to industries, units and the locality to concentrate on 6 groups of solutions on inflation restraint, stability of macro-economy and assurance of social security. The comrade Provincial Party Committee Secretary also reported the President on preparing the election of the 13th National Assembly members and the People’s Council members at all levels at term 2011-2016 in the province. So far, steps in accordance with the process of the election are basically completed, ensuring the requirements on schedule, happening democratically and legally. Listing of candidates to the People’s Council at all levels is to ensure the structure, component, quantity, and balance as per legal regulations. The Party levels and the local government focus on the instruction and direction of facility preparation for the election, promoting the propaganda, ensuring the order and security; focusing on handling the complaints, denouncements, so that the election of the 13th National Assembly members and the People’s Council members at all levels in the province is successfully happened.
President gifted for poor but studious students
Speaking at the working, President Nguyen Minh Triet expressed his pleasure at the development and growth of Ninh Binh. He emphasized that Ninh Binh knew to exploit its potentiality and strengths, having breakthroughs. At the same time, he noted that in the difficulties of the economy at present, the province must follow close behind the directions of the center, caring the people’s lives, especially the poor and family policy. Besides, it is necessary to speed up the implementation of concretization of targets and duties proposed in the 11th Party Congress’s Resolution, in the short-term, completely focusing on the election of the National Assembly members and People’s Council members at all levels at term 2011-2016 in order that the election happens successfully.
Also at the same day, President Nguyen Minh Triet attended the Buddha’s birthday held in Bai Dinh Pagoda. On this occasion, he presented students who are in special difficulties and families in the preferential treatment policy of the province.

Prior to the election of the 13th National Assembly on 10th May, the Lieutenant-General Tran Dai Quang, Politburo Member, Standing Member of the Police Central Party Committee, Deputy Minister of Public Security and candidates to the National Assembly (NA) contacted voters of Gia Vien district (Ninh Binh).
At the contact, Comrade Lieutenant-General and NA candidates introduced their plan of action. The Lieutenant-General Tran Dai Quang expressed his emotion when he was recommended by the Vietnam Fatherland Front Central Committee to be candidate of the 13th National Assembly member in Ninh Binh in which he was born and grew; he was pleased to have chance to further attach and dedicate the beloved native land where had a historical depth of founding and defending the country with the tradition of unyielding revolution.
The speeches of voters at the meeting stated all candidates of the 13th National Assembly at the election no. 1 of Ninh Binh province are qualified and in good conditions to effectively perform their missions as the People’s members. Voters expressed their consensus and support towards candidates’ specific and practical action program; desiring the elected members regularly in very close touch with and understanding of proper thoughts and aspirations of voters, matters interested by voters in order to handle and reflect to have appropriate and effective resolutions by the competent authorities and units. Voters alse offered their opinions to additionally enforce missions on prevention and protection of corruption and wastefulness; paying attention to employment settlement and vocational training for labors, especially in the area of land recovery to build industrial parks; gradually improving the infrastructure construction in rural area; investing to develop the agriculture, enhancing the productivity and quality of crops and livestock to improve farmers’ living standards; enforcing equipment for health facilities, improving the quality of health examination and treatment, elimination of social evils in the countryside, etc.

VND 3046 billion, a result of conclusive budget revenues in 2010 of Ninh Binh province. Mr. Do Van Hoan, Director of Ninh Binh Taxation, has so confirmed.
Overcome challenges: Effects of the global economic downturn, impacts of the domestic economy affect the production and business, economic growth and budget revenues, etc. Under the drastic direction of Provincial Party Committee, People’s council, People’s Committee, General Department of Taxation, Ministry of Finance, cooperation of industries, levels and the efforts of enterprises, efforts of civil servants and officials in such sectors as tax, customs, however, Ninh Binh has the revenue in 2010 was VND 3046 billion, accounting for 98.2 % of the provincial People’s Council estimates, reaching 170% against estimates of Ministry of Finance, increasing 14% over the same period last year.
In the general result, the domestic revenue managed by Ninh Binh taxation sector reached VND 2,393 billion reached 114% against the Provincial People’s Council estimates, increasing 15% over the same period. Import and export duties managed by the Customs Department reached VND 635 billion reaching 65% compared to the Provincial People’s Council estimates, increasing 10% over the same period.

The propaganda and support for taxpayers: Tax industry held 17 conferences to direct for over 2000 enterprises and collection authorized organizations, etc. with over 3500 participants, supporting more than 2100 taxpayers who paid tax via phones and directly in the taxation authority, answering more than 30 questions in writing, organizing 5 press conferences, responding the interviews, posting a lot of news and articles on Ninh Binh newspapers, TV & radio, internal notices of Propaganda and Training Department of Provincial Party Committee.
Actively coordinate with Investment and Planning Department to shorten the time of tax code issuance for taxpayers. In recent years, there are more than 600 tax codes granted to the enterprises, over 4240 tax codes granted to organizations and individuals who pay personal income tax.
Due to the enforcement of tax debt management and coercion measures in 2010, Ninh Binh taxation Department is recognized as one of units whose tax debts strongly fell over the same period by the General Department of Taxation, the debt ratio reduces 4% lower than the national average level.
Tax industry has implement well the Plans on inspection, observation of declaration, deduction and tax rebate, exemption and settlement according the regulations of Law on tax. In 2010, the entire tax returns, records had been checked, 145 records had been requested to explain and adjust in tax authority with additional amount of taxes payable nearly VND 1.2 billion. Inspecting at the enterprises’ head offices with 283 units, collecting arrears and penalizing VND 10.5 billion. Tax inspection was renewed based on the information analysis, just inspecting enterprises having the violation signs. Last year, there were 35 inspections with amount of tax arrears and penalties of VND 3.3 billion.
Promote the administrative procedure reform, increasing the operational efficiency of one-stop shop (OSS), releasing monitor regulatons on time for job settlement, tax administrative procedures for taxpayers. Shorten the time of job settlement, tax procedures, facilitating enterprises to development of production and business, completion of tax obligations. Only in the last two months of the year, there were nearly 250 enterprises that implemented online tax declaration, higher than the criteria assigned by the General Department of Taxation.
Many enterprise in 2010 were honored to excellently complete their obligations of tax payments namely Fertilizer Plant Project Management Unit declared to pay VND 290.5 billion, Tam Diep Steel Rolling Company Ltd., Huong Duong Cement Joint Stock Company paid VND 248.7 billion, Xuan Thanh Group Joint Stock Company paid VND 170.6 billion, Thanh Cong Auto Joint Stock Company paid VND 118.3 billion. Hoang Phat Vissai Cement Group paid VND 109 billion, Ninh Binh Thermal Power Joint Stock Company paid VND 54.2 billion, Xuan Truong Construction Company paid VND 48.9 billion, etc. The Ministry of Finance conferred certificates of merit to 10 businesses, the Provincial People’s Committee offerred 37 certificates of merit o 37 businesses, the General Department of Taxation and Department of Taxation rewarded 76 businesses and business households.
Ninh Binh province in 2011 strives to collect to the budget billion VND 2950 billion of which the domestic revenues billion is VND 2336 billion, import duty is VND 614 billion. Ninh Binh tax industry has boosted the collection to the State budget from the beginning of the year with 9 solutions, striving to excellently complete the duties on collection to the budget in 2011.

Seriously implementing Directive no. 04/CT-BCT dated 28-1-2011 by the Ministry of Industry and Trade and the Provincial People’s Committee concerning the power supply and operation of power system in the dry season of 2011, monthly organizing the approval of power supply plans of Ninh Binh electricity; cooperating with the related units to monitor, inspect the implementation of power supply plans of Ninh Binh electricity to stabilize the production and business and serve the living of the people. Holding the serious implementation of Directive of the Prime Minister and of the Provincial People’s Committee on power saving, Law on economic and effective use of energy in conditions of power shortage in dry season of 2011, the unit tries to save electricity by 10%.

Increasing the missions on market forecast and notification to the consumers.
Strengthening the missions on inspection and observation of the markets at the beginning of the year, concentrating to the control against smuggling, production and business of counterfeit, forbidden goods, speculation, hoarding, excessive increase of prices, price listing and sales at listed prices, violations to prices and goods labeling and other commercial frauds, illegal business; handling violations according to the legal regulations . Coordinating closely with the State Bank of the Province and competent agencies to check and control the business of gold, closely supervising the compliance with regulations and exchange of foreign currencies, gold trading; promptly detecting and settling the violations of exchanges and trade of foreign currencies, gold in the province.
Continuely implementing the adminsitrative reform of the sector, actively checking the irrational administrative procedures to recommend to repeal or amend, supplement under the simplification of administrative procedures and further saving 10% of regular expenditures of the remaining 9 months in the estimates of 2011. (SGGP) – Yesterday afternoon (25/2), in Hanoi, the organization committee of International men volleyball prize – Hoa Lu Cup – SGGP newspaper in 2011 held the press conference to introduce the prize (Photo). Attending the press conference, there were delegates of the Vietnam Volleyball Federation, SGGP newspaper, Department of Culture, Sports and Tourism of Ninh Binh province, delegates of volleyball teams and more than 40 reporters representing the central and Hanoi New agencies. The International men volleyball Prize – Hoa Lu Cup- SGGP newspaper was an annual tournament in the competition system of the Vietnam Volleyball Federation, the attendance of powerful teams in the country such as Long An, sanest Khanh Hoa, Bien Phong, PetroVietnam, Trang An Ninh Binh and the National Team of Laos. The prize would be started from 1st March until 6th March 2011 at Ninh Binh Provincial Stadium. The organization committee would award VND 10-70 million, Cup and flag to 4th prize-winning team to 1st prize-winning team. On 9/1, in the center area of Ho Yen Thang 54-hole golf course tourism, sports complex, PV Investment Joint Stock Company – INCONESS (belong to the PetroVietnam) held the opening ceremony of King’s Hill 18-hole golf course and the golf tournament welcoming the ASEAN’s Chairman year of Vietnam 2010, towards to the 1000th anniversary of Thang Long – Hanoi.
Attending the ceremony, there were, in the Government side, Mr. Vu Khoan, former Secretary of the Party Central Committee and former Deputy Prime Minister, Mr. Pham Minh Tuyen , the Party Central Committee member, Standing Committee member of the National Assembly and Chief of the National Assembly delegation works; Mr. Vu Xuan Hong, Chairman of Union of Friendship Organizations of Vietnam; Mr. Doan Manh Giao, former Minister and Director of the Government Office and Chairman of the Vietnam Golf Association; Mr. Doan Xuan Hung, the Deputy Minister of Foreign Affairs, and leaders of ministries and central agencies, the ambassadors of ASEAN and other countries.

King’s Hill 18-hole golf course was located in the construction and investment project complex of central area of Ho Yen Thang 54-hole golf course tourism, sports complex (now Royal golf course) with area of 670ha in Yen Mo district and Tam Diep town.
This was the first golf course delivered to PV Investment Joint Stock Company – INCONESS as the Investor by the Provincial People’s Committee according to the international standards with total capital of VND 1,757 billion divided in 3 phases since 2007 and fully completed in 2013.
Royal golf course project was a milestone in the planning of overall tourism development in Ninh Binh province ranked as one of 7 core tourism areas in the province, an attractive destination of visitors and meeting the needs of domestic and overseas investors in Ninh Binh.
Speaking at the ceremony, Mr. Tran Huu Binh, the provincial commissioner and Vice Chairman ò the People’s Committee emphasized that the investment objective of the Royal golf course project was to build a unique and attractive eco-tourism area associated with 54-hole golf course according to international standards.
Ninh Binh People’s Committee reorganized that PV Investment Joint Stock Company- INCONESS overcame all difficulties, held the construction of the project as planed and designs approved. TO now, the project completed the phase 1, putting 18 holes in operation.
Golf course was the convergence and exchange place of investors, businesses, diplomats, tourists at home and abroad, practically contributing to settle jobs for thousands of local workers, increasing the budget revenues and restructuring of the provincial economy.
Accordingly, he asked the departments and sectors and agencies of the province, People’s Committee of Tam Diep town and Yen Mo district and the inhabitants in the area to continue to take interest and create favorable conditions for the construction and operations of PV Joint Stock Company – INCONESS; required the company, consultants and construction units immediately after the ceremony to gather their resources and promote the construction schedule of following items of the project in compliance with the schedule committed. Ninh Binh province created all favorable conditions for the project to be developed and operated effectively.

In the please and excited atmosphere of celebrating the 50th establishment anniversary (1959-2009), teachers and students of the school always born in mind the achievements and contributions of generations of officials, teachers, and students of the school.
Those contributions helped Luong Van Tuy school to become a high quality education address in the province, meeting the requirements of the construction and defense of the country, deserving of the expectation and trust of the party committees at all levels, the local governments and inhabitants.
Remembering the dawn of the school, facilities were lacked with only 4 class at grade 8 (now grade 10) and 219 students and 12 teachers. Overcoming those difficulties, the school teachers and students bettered themselves to be “good teaching and good learning”, building the “first bricks” to place “the foundation” for the solid development of the school in the latter stages.
The period 1965-1975 along with the country fighting against the destructive wars of the U.S. empire, in the fierce war conditions, the school had always launched the movement of good teaching and good learning, ensuring the training quality and having many province-level excellent students as well as excellent students all over the North. Also during that period, many teachers and students followed the sacred call of the Fatherland to enjoy the army. Some was heroically died in the battlefield contributing to write the gloriously historic chapters of the nation together with generations of the elders.
The country was united, the whole country entered in a new period of socialist construction, mission on education required the school to take further efforts to gradually improve the training quality, satisfying the requirements and duties in the new situation. In 1984, the School was offered the emulation flag for the most excellent units in the Secondary education sector by Ministry of Education and Training and appraised as one of 9 excellently advanced schools at high school block all over the country.
In 1992, Ninh Binh province was re-established. Luong Van Tuy school had many chances and conditions for rising and achieving many positive results significantly contributing to the “honor roll” of achievements of the provincial education. In the school year 1992-1993, the school was allowed by the Province to expand the specialized system, determined as a key and high quality school, “a cradle” of fostering good students, helping to discover and cultivate talents for the fatherland and the country as well. Being taken interest and created favorable conditions in terms of regime, policy, team of staff and facilities, etc. by the province and the Educational sector, the punctual and effective encouragement of students’ parents and the whole community that added more strength to teachers and students in promoting the tradition of good teaching and good learning, solidarity, unity, increasingly improving the educational quality.
From 1992 up to now, the efforts and struggles of teachers and students of the school was recognized worthily by 6,000 good students at the provincial level, 594 good students at the National level (with 16 first prizes, 119 second prizes, 253 third prizes and 206 consolation prizes). The school also entered its name on the international intellectual arena with proud achievements such as Silver Medal in Biology by student Pham Viet Phuogn in 1996, International certificate of merit in chemistry by student Pham Thi Nam Binh in 2001,
international bronze medal in Biology by student Nguyen Tuan Anh in 2002 and recently international bronze medal in chemistry by student Nguyen Thi Thu Ha. The percentage of students graduating from grade 12 annually reached from 95-100%, the percentage of students passing the entrance examination in the universities and colleges was at 75% or more.

Besides the main task of teaching and learning, the school teachers and students actively participated and achieved many accomplishments in the movements of culture, arts, sports and information communications, etc. held by the locality and the sector. From the simple scale of the school and class in the early days, so far the school facilities, equipment for teaching and learning are synchronously and modernly invested. Team of staff, teachers and officials included 135 persons at good virtuous characters, qualification and profession were wholly trained to reach the standards satisfying the requirements of teaching and learning in the new period. In the school year 2009-2010, the school Shad 40 classes with 1,349 students, 29 of which were specialized classes and 11 unspecialized classes.
Half a century of construction and mature, with the ceaseless efforts and struggle, generations of teachers and students of the school were extremely excited and proud because of excellently completing the politic duty of a key and high quality school remarkably contributing to the “honor roll” of glorious achievements of the Provincial Education and Training.
In the last 50 years, the school was honorably received a lot of certificates of merit, emulation flags, First class labor medal, Second class labor medal and third class independence order by the State Council, the Prime Minister, Ministry of Education and Training, Provincial People’s Committee and Department of Education, etc. In 2000, the school was awarded the title of Labor Hero of renewal period.
Inheriting and following the achievements left by generations of teachers and students, in the school year 2008-2009, the 50th school year, there was a lot of difficulties and deficiency however the school excellently completed the school year duties. There were 19.5% of perfect good students, 73.2% of fairly good students. The rate of graduating grade 12 was 100%. There were 205 good students at provincial level, 51 good students in the area of the northern coastal plain provinces and 39 good students at the national level.
In the respect and gratitude with contributions of the previous generations, being excited and proud of the school’s tradition, the community of teachers and students were more aware of their responsibility for the innovation of the Fatherland, the country and Education to continuously further strive and practice, promoting the achievements obtained, writing the traditional yellow pages of the school honored to bear the name of the loyal communist Luong Van Tuy.

On 24/3, at Hoa Lu University, the organization committee of Provincial technical creativity contest held the award of the 4th technical creativity contest in Ninh Binh province and the mobilization of the 5th contest.
The ceremony was attended by Mr. Pham Van Tan, General Secretary of Vietnam Union of Science and Technology Associations, Mr. Nguyen Tien Thanh, the provincial Standing Party Committee, Vice Chairman of the provincial People’s Committee and head of the provincial contest; representatives of technical creativity funds of Vietnam etc.
The organization committee of the 4th technical creativity contest received 56 solutions in the final exam. 37 of which won the prize, 13 was selected to participate the National contest and 4 solutions in Ninh Binh won out of 66 solutions won at the national level, being one of a few provinces and cities gained the high achievements in the contest.
At the ceremony, the organization committee awarded 17 consolation prizes, 9 third prizes and 9 second prizes. Two first prizes were “Improving the support in Intramedullary compression clavicular nail SIGN” by the II-rank therapist and Department of surgery Dr. Tran Duc Thuy (the Military Hospital 5), which was the solution won the second prize in the national contest, and solution “Designing and installing lifebuoy for ferries” by group of authors of the Department of Transport.
On behalf of the Organization Committee of the 5th Provincial Technical Creativity Contest (2010 – 2011), Mr. Nguyen Tien Thanh, the provincial Standing Party Committee, Vice Chairman of the provincial People’s Committee and head of the Contest Organization Committee launched the 5th Provincial Technical Creativity Contest. Accordingly, all technical creativity solutions for the production, life, socio-economy, security and defence and administrative reform had the right to attend.
The attending solutions registered in 6 areas including information technology, electronics, telecommunications, automative mechanics, construction and transportation, chemical materials, energy, agriculture – forestry -fishery, natural resources and environment, medicine, education and training and other areas.
The contestants included all individuals, regardless of age, composition, ethnicity, occupation holding the effectively technical solution and being applied in Ninh Binh since 2005 onwards were entitled to attend the contest.

In the context of the approaching 1000th anniversary of Thang Long-Hanoi, the idea of building temple of King Ly Thai To has been put out and planned by the Hanoi People’s Committee and invested by the Department of Culture, Sports and Tourism. There have been many opinions discussing this issue, but up to now, scientists and managers have not found a suitable location
King Ly Thai To with Hoa Lu and Thang Long.
On the origin of King Ly Thai To, “The emperor has his surname as Ly, courtesy name as Cong Uan. He was a native of Co Phap mountain district, Bac Giang (now belongs to Dinh Bang village and commune, Tu Son, Bac Ninh). His mother’s surname was Pham. She gave birth to our king on the twelfth day of the second month in Giap Tuat lunar year (974), the fifth Thai Binh of the Dinh dynasty. When growing up, he was a mandarin in the former Le dynasty, then promoted to the position of “Dien Tien commander”. He was a man with benevolent tolerance, gentleness and the essence of an emperor.”, stated the Complete history of Great Viet.
According to the Preliminary Record of the History of Great Viet by Ngo Thi Si, the king was an exceptional handsome and smart boy. At the age of seven, Buddhist Priest Ly Khanh Van of Co Phap pagoda sent his younger brother, Buddhist Priest Ly Van Hanh of Luc To pagoda for education. Growing up with the protection of Buddhist Priest Van Hanh, who had the prestige with the former Le dynasty and respected by King Le Dai Hanh, Ly Cong Uan entered Hoa Lu then promoted to the position of “Ta than ve Dien Tien commander”.
In 1010, after the death of King Le Long Dinh, Dao Cam Moc forces and Buddhist Priest Ly Van Hanh elevated him to be the King. When he passed away, his temple was named as Ly Thai To. According to the history, Hoa Lu was the place of majestic mountains. We can see mountains in the river and river in the mountain. It was a very convenient waterway base with the forest behind, plain upfront and sea far away. This was an ideal place to be the capital with magnificent mountains and rivers and harmony feng shui. It was also the reason why King Dinh Tien Hoang had selected this place for the capital of King dynasty and then former Le dynasty. When King Ly ascended to the throne, he saw Hoa Lu having completed its historic mission.
Considering the rugged, narrow and mountainous terrain which was only suitable to the war, not the peace time and the hubs of commerce expansion, he started to think of moving the capital. On the occasion of crossing La Thanh, he saw the omen of flying dragon. Back to Hoa Lu, he drafted the Capital Moving Proclamation which was promulgated in Spring 1010 to move the capital of Dai Co Viet from Hoa Lu to Dai La, which was then renamed as Thang Long. He selected Dai La for a better future. Moreover, Dai La was the former capital of Cao Vuong. It was located in the region between heaven and earth, in the middle of the four direction South North East West, with the “Crouching Tiger, hidden Dragon” position surrounded by mountains and rivers. This area was wide but flat, high but bright with good population and prosperity. Across Vietnam, this was the land of scenic beauty gathering all directions and deserving to be an eternal capital.
Selecting a suitable place to build temple
Thus, in terms of history, both Thang Long and Hoa Lu deserve to be honored and selected to build the temple of King Ly Thai To. However, there are many aspects to consider to build temple in which cultural factors should be the top priority.
When being asked whether or not to build temple of King Ly in Hanoi, Historian – Professor Le Van Lan said: “It is inadvisable due to the incompatibility between the current developments of the capital with the construction of the temple. The culture of the temple belongs to the past, denoting the religion towards the national heroes while the modern culture is appropriate for the construction of the monuments, writing books, seminars, etc. in order to inherit the ancient heritages. On the other hand, Hanoi will owe many other predecessors if we only construct the temple of King Ly Thai To who had the merit to give birth to the Thang Long culture. However, the construction of the ancient Thang Long needs the help of many other kings from Ly, Tran, Hau Le dynasties. Therefore, it is not appropriate to put the temple here no matter how expansive Hanoi is. In addition, I’m against the opinion to build the temple right behind Ly Thai To monument in Chi Linh garden because the temple needs enough airy space and sanctuary. Moreover, we can’t let King Ly turn his back to where people worship him”. According to the Professor, the Hoa Lu ancient capital relics area was a satisfactory place to honor, construct and operate the temple as it was the place of the three dynasties: Dinh, Former Le and Ly. There are still the ancient vestige and landscape. On the ground of the ancient capital, two temples worshiping King Dinh and King Le were constructed from the 17th century together with the area of the river wharf and Sao Khe river, a branch of Hoang Long river where King Ly Thai To and his entourage traveled by boat to the new capital Thang Long. Hence, the Hoa Lu ancient capital meets all the conditions of nature, history, geography and human to be ready for the operation of the new temple.
Historian – Professor Phan Huy Le made his point: “I know Hanoi has proposed and determined to build the temple of King Ly Thai To in the capital. I do not disagree but we have to find a proper place which is in my opinion difficult to select. There is no reason to build the temple far from the center as well as in Chi Linh garden. Thang Long Imperial Citadel area is further inappropriate place because we are completing the registration dossiers for the Imperial Citadel of Thang Long to be come the world cultural heritage. UNESCO has sent experts to help us compile dossiers. In order to win the title of world’s cultural heritage, the current material vestiges must be convincing enough on the integrity and original of the monument as well as the documented experience, also ensure the two factors as outstanding global value and effective management measures. Therefore, we cannot remove ourselves from the list of world cultural relics that are under consideration.
Also according to the Professor, he immediately supported the ideas of building the temple in the Hoa Lu ancient capital after a visit to this place last year. He considered it a compelling idea because Hoa Lu not only ensures the historical factor as the place where Ly Cong Uan became the King and established the Ly dynastic as well as the place of the introduction and enforcement of a forever historic decision of Capital Moving Proclamation, but also gathers all the natural and cultural factors for constructing the temple.
A need for the cooperation
Hence, the question is whether or not it is necessary to have the collaboration of the two localities Hanoi and Ninh Binh to construct a worthy temple of the 1000th anniversary of Thang Long – Hanoi in Hoa Lu. Such collaboration has been created since 2000 when the two localities cooperated to construct the memorial building of Ly Thai To in the River Wharf area on the occasion of the 990th anniversary of Thang Long – Hanoi. There has been the plan for the agenda of welcoming the anniversary but improper location, scale and architecture of the temple of King Le Thai To while the Hoa Lu ancient capital are ready for all such factors.
On location: In the inner citadel of the Hoa Lu ancient capital, when standing at the position of King Le temple, directing to Ma Yen Son and Sao Khe river, King Dinh temple is on the right and an unexploited wide land on the left beside Sao Khe river. Assuming that this place is selected to build the King Ly Temple, there is a logical order of reigns in the history of Hoa Lu capital as Dinh, Le and Ly dynasty.
On scale: The King Dinh temple is located in an area of 5 hectares, about 500 meters from which there is the King Le temple with a smaller scale. Hence, it can be the base to define the scale of King Ly temple.
On architecture: both temples of King Dinh and King Le are majestic, simulating the Hoa Lu ancient capital with the architecture of “inner force overseas”, an architecture of the tradition pagoda in Viet Nam. This is the style of the pagoda with two long hallways connecting the forecourt with the back court (probably the sangha house) to form a rectangular frame around the Thieu Huong house, the upper house or other architectural works in the middle. The pagoda layout has the shape of letter “public” from the inside while the outer frame forms the word “nation”. Moreover, in terms of spirituality, Ly Thai To was born in the temple and then adopted by the temple. Hence, his temple should be constructed in consistent with the traditional style which is suitable with the King’s high esteem in Buddhism.
These are the bases for reference in order to create an unified and ethical relics complex. According to the scientists, the Hoa Lu ancient capital relics complex is lacking the temple of King Ly, which is a cognitive historical deficiency that our generation has the task of reviewing and supplementing on the basis of scientific valuation. The people in Hoa Lu (Ninh Binh) can be proud to be a part of the land of the three dynasties Dinh. Le and Ly. And perhaps, the 1000th anniversary of Hoa Lu – Thang Long – Hanoi is the most appropriate occasion to do that.
The combination of the two localities might contribute to the realization of a number of programs and plans to welcome the celebration which is still on the desk, creating a triangle of tourist sites in the future: Temple of Ly bat de (Bac Ninh) – Citadel relics and Ly Thai To Monument (Hanoi) – Hoa Lu ancient capital (Ninh Binh), which attracts international tourists to Vietnam.

HOA LU ANCIENT CAPITAL
Hoa Lu was the first capital of the centralized feudal state in Vietnam. The capital existed for 42 years (from 968 to 1010), being tied with three consecutive reigns such as the Dinh, Le and Ly dynasty with historical markers: country reuniform, fighting against foreign invaders and originally rising up in Hanoi. In 1010, King Ly Thai To moved the capital from Hoa Lu (Ninh Binh) to Thang Long (Hanoi) while the Hoa Lu Ancient Capital became an ancient capital. Although the reign of King Ly, Tran, Le and Nguyen set up the capital in Thang Long and Hue, many other architectural works such as temple, imperial tomb, commune house, palace, etc. The Hoa Lu ancient capital had many historical ancient relics. Hoa Lu ancient capital now has the natural area of 13.87 km2 under Ninh Binh province. After 1000 years, Hoa Lu still exists with some unique relics in Vietnam. When the whole countries had been excited for welcoming the 1000 year of Thang Long, Hanoi, the Hoa Lu land which used to be antique and quiet started to be more crowded, contributing to the beauty of the country.
3 DYNASTY – 6 KINGS IN HOA LU
Dinh Tien Hoang was the founder of Dinh dynasty and Dai Co Viet in Vietnam history. He was well reserved for hitting the 12 warlords, reuniforming the country and becoming the first king in Vietnam after 1000 years domination by northern invaders. Dinh Tien Hoang was the emperor to lay the foundation for the first centralized feudal state in Vietnam. He was also considered the one to open the formal background for the feudal dynasties in the history.
Dinh De Toan was born in Giap Tuat 974. Dinh Bo Linh had three sons Dinh Lien, Dinh Toan and Dinh Hang Lang. As Dinh Bo Linh appointed Hang Lang to be the Prince, his first son Dinh Lien was too furious to kill Hang Lang. In 979, Dinh Bo Linh and Dinh Lien were all killed and Dinh Toan ascended the throne when he was only 6 years old. In 980, the Chinese Song dynasty heard of the death of King Dinh Tien Hoang and sent the troops to invade Dai Co Viet. Queen mother Duong Van Nga agreed with the court to elevate Le Hoan for the status of King and established the Le dynasty. With the two major battles in Bach Dang and Chi Lang, Le Hoan defeated the Song invaders. Dinh Toan became a mandarin in the court and laid down in war at the age of 27. .
Le Dai Hanh was the king reigned from 980 to 1005. In the history of Vietnam, Le Hoan was not only the emperor who had a major contribution in the fight against the Northern Song dynasty and the Southern Chiem invader, preserving and strengthening the national independence but also made great contributions in the diplomatic career, building and constructing the country Dai Co Viet. Le Hoan also the prerequisite conditions so that Ly Cong Uan was capable of moving the capital from Hoa Lu to Thang Long in 1010, the current capital of Vietnam. Around this emperor, there are still many things to be clarified such as identity career and posthumous name.
Le Trung Tong has his courtesy name as Le Long Viet who was born in Quy Mui 983 in Hoa Lu. He was the son of King Le Dai Hanh and Queen Dieu Nu. King Le Dai Hanh had more than 10 princes. After his eldest son Prince Long Thau passed away, Long Viet was elevated to the status of Crown Prince. In 1005, after Le Dai Hanh’s death, the princes had been fighting for the crown in 8 months when the country was without owner. The main dispute occurred between Crown Prince Long Viet and Second Prince Long Ngan who was the eldest prince among the remaining brothers. In October 1005, Long Ngan was killed by the natives when fleeing to Thach Ha mountain district (Ha Tinh). Long Viet became the king, i.e. King Le Trung Tong when the country had still been chaotic. According to the chronicle, Trung Tong was killed 3 days later at the age of 22 by an assassin of his uterine brother Le Long Dinh.
Le Long Dinh was the last king of the former Le dynasty, reigning for 4 years from 1005 to 1009. His death at the age of 24 led to the termination of the former Le dynasty and the power then fell into the hands of the Ly dynasty. In the history, this king was almost referred to as a lustful, brutal and cruel one. Recently, there has been the idea that King Le Long Dinh was a defamatory King who was “crucified” in history
Ly Cong Uan was a native of Bac Ninh. His mother was Pham Thi. When he was 3 years old, his mother took him to Buddhist Priest Ly Khanh Van in Co Phap pagoda to be his adopted son whose name was Ly Cong Uan. He became a monk from then. When growing up, with the protection of Buddhist Priest Ly Van Hanh, he entered Hoa Lu capital to be a mandarin in the former Le dynasty, then promoted to the position of “Ta than ve Dien Tien commander”. He was a man with benevolent tolerance, a Buddhist follower who had the essence of emperor. In 1009, he was 35 when King Le Long Dinh was killed. Dao Cam Moc forces and Buddhist Priest Ly Van Hanh then elevated him to be the King. One year later, realizing that Hoa Lu was so tight, Ly Cong Uan decided to move the capital to Dai La. Giving the ascending dragon, he decided to change the name from Dai La to Thang Long (flying dragon) and Hoa Lu to Trang an (eternal peace).

Dinh Tien Hoang (924 – 979) and the reunification of the country
The real name of Dinh Tien Hoang is Dinh Bo Linh. He was born on the fifteen day of the second month of Giap Than lunar year (i.e. 22 March 924) at Kim Lu hamlet, Dai Huu village, Chau Dai Hoang which is now known as Van Bong hamlet, Gia Phuong commune, Gia Vien District.
He was a national hero who had scored many spectacular victories such as reunification, establishment of a centralized monarchy state, protecting and building a self-control independence from the Northern domination.
Dinh Quoc Cong Nguyen Bac (924 – 979)
Nguyen Bac is the First meritorious official, one of the four highest ranking court officials in Dinh dynasty. He was born in 924 (Giap Than). Later, he helped Dinh Bo Linh crush out 12 warlords. Thanks to his merit, King Dinh conferred him as Dinh Quoc Cong (position as prime minister in the court).
Ngoai Giap Dinh Dien (924 – 980)
Dinh Dien was born in Dai Huu village, the same one with King Dinh, which now belongs to Gia Phuong commune, Gia Vien district.
Dinh Dien was consistently loyal to the country. As a result, Le Hoan after becoming the King conferred him “Te the Ho Quoc Hien ung linh quang Dai Vuong”.
Army general Pham Bach Ho (910 – 972)
Pham Bach Ho’s real name is Phong At. He was born on the tenth day of the first month of Canh Ngo lunar year (22 February 910) in Ngoc Duong commune which currently belongs to Kim Dong district (Hung Yen).
During his life, Pham Bach Ho underwent two dynasties Ngo and Dinh. He used to be the founding meritorious official who helped dispel Nam Han army on Bach Dang River. He was one of the 12 warlords who had wisely put the country’s destiny as top priority.
Le Hoan (941 – 1005)
More than 1000 years ago, our nation has put into the history books a brilliant victory – defeating the invasions of Full Song Dynasty. Thanks to such event, the name of Le Hoan emerged in the nation’s history and deserved to be put on a par with other heroes such as Ly Thuong Kiet, Tran Hung Dao, Le Loi, Nguyen Trai and Quang Trung, etc. He was one of the great characters who rendered great services to the country.
Queen mother Duong Van Nga (952 – 1000)
Queen Duong Van Nga is a native of the Nho Quan (Ninh Binh). She is a beautiful and wise woman who was loved by King Dinh. After King Dinh passed away, before the fate of the country, she decided to put the country’s interests above the interests of her family and actively ruled the state affairs, leading to the unification of the court and peace to the nation.
Bonze Do Phap Thuan (916 – 991)
Do Phap Thuan is a famous meditation master in the former Le dynasty. He was born in 916, with surname of Do and legal name as Phap Thuan. He had produced many works of poetry and literature reflecting ethnic pride, not subduing to the invaders. His writings was one of the earliest works in Han character among Vietnamese authors.
Dao Cam Moc (? – 1015)
Dao Cam Moc used to be a high-ranking mandarin in the former Le dynasty. At the end of former Le dynasty, he associated with Bonze Van Hanh to help Ly Cong Uan become the King.
When Ly Cong Uan came to the throne, Dao Cam Moc was named Nghia Tin Hau and deserved well of the court. He was posthumously awarded the as A Vuong by Ly Thai To. He is one of two pillars of the Ly dynasty in the early days of construction..
Pham Cu Luong
Pham Cu Luong was a native of the old Chi Linh. He lived in a family of traditional martial arts. When Le Hoan came to the throne, Pham Cu Luong became the commander of naval forces and applied the tactics that had been used by Ngo Quyen in the past to destroy the enemy. Army general Pham Cu Luong had had glorious feat of arms and was posthumously awarded the high ranking mandarin by Le Dai Hanh. In many later dynasties, he was awarded as Thuong Dang Than.
Zen Master Van Hanh (?-1018)
He was born in a Nguyen family in Chau Co Phap, Bac Giang street which is now belongs to Tien Son district (Bac Ninh). He lived at the end of the former Le dynasty, mastering all the three religions. After reaching the peak of the Way, he became a famous Zen master who was then invited to attend the court as an advisor in managing the country.
Ngo Chan Luu (933 – 1011)
He was a famous monk in the Dinh-Le dynasty. His surname is Ngo while Chan Luu is his legal name. He was born in Cat Loi, Thuong Lac district (now belongs to Thanh Hoa.
By the reign of Le Dai Hanh King, Ngo Chan Luu was invited to participate in imperial affairs. He had had many poems and literary composition which had become unique with special value in the history of Vietnam ancient
Ly Cong Uan (974 – 1028) – Founder of Ly Dynasty
Ly dynasty started in 1009, which was an important event in the national history. Ly Cong Uan was considered to be the founder of Ly Dynasty, at the same time enlightened the Dai Viet civilization, became founder of Thang Long-Hanoi capital and deserved to be ranked as the Trung Hung ancestor of Vietnam nation. His 18 years as a King was the period when the country had many great changes. Vietnamese people are forever grateful for the merit of Ly Cong Uan.
Buddhist monk Nguyen Minh Khong (1066 – 1141)
His real name was Nguyen Chi Thanh who was born in Dam Xa commune, Gia Vien suburban district, Truong Yen district, which now belongs to Dam Xa village, Gia Tien commune, Gia Vien district. He was not only good at Taoism but also successful as a doctor. He cured for Prince Duong Hoan, who was then became King Ly Than Ton.
Truong Han Sieu (? – 1354)
Truong Han Sieu had his courtesy name as Thang Phu and official name as Don Tau, who was born in Phuc Thanh, Yen Ninh, Truong Yen district which now belongs to Phuc An hamlet, Ninh Binh city. He was a talented student. After the successful victory over Nguyen enemy, Tran Hung Dao nominated him to the court. Then he held various responsibilities of the court and deserved well of the country. He was repeatedly posthumously awarded higher ranking positions after his death and by the Nguyen dynasty, King Thanh Thai conferred a title on him as a God.
Trinh Loi (? – 1434) – With Lam Son insurrection
Trinh Loi was born in Khuong Lai hamlet, Son Duoc commune, Van Trinh canton, Gia Vien district (now belongs to Son Thanh commune, Nho Quan district, Ninh Binh province).
Trinh Loi was among 18 people who attended the Lung Nhai oath association with Le Loi in the early second month of Binh Than lunar year (1416). He was a famous general and a founding meritorious official of the Le dynasty.
Le Niem (1416 – 1485)
Le Niem was born in 141. Experiencing two reigns of King Le Nhan Tong (1442-1459) and King Le Thanh Tong (1460-1497), Le Niem was appointed important posts together with other founding meritorious officials such as Nguyen Xi, Dinh Liet, Le Lang, etc. He had many contributions to the internal affairs which was marked by the rebellion of Nghi Dan in 1460. He also significantly contributed to the military and foreign affairs as well as the national reconstruction process.
Ninh Dich (1687 – 1734) – A genius in Ninh Binh
He was born in Ninh Xa commune, Vong Danh district (now known as Y Yen district, Nam Dinh). He had strong will and talent and was regarded as an all-around hero. It is said that he was a genius of his homeland Ninh Binh.
Ninh Ton (1713 – 1790)
Ninh Ton was born in 1713 at the beginning of the reign of King Le Hien Tong. His homeland was in Coi Tri commune, Yen Mo district, Ninh Binh. He didn’t care about the fame and fortune but loved a pure noble life. He had gone through many positions such as “Han lam truc hoc si”, “Binh Bo thuong thu tuoc hau”, which proved Ninh Ton’s comprehensive capability in both literature and martial. He had many merits and significant contribution to the court and the country.
Le Khac Hai (1725 – 1814)
Le Khac Hai was born in An Thai village, Quang Phuc commune, Yen Mo district, Thanh Hoa region, which now belongs to Quang Phuc hamlet, Yen Phong commune, Yen Mo district, Ninh Binh province.
Being smart at school, he soon exposed his talent and qualities. Furthermore, he received the love and recognition from people by his honesty and willingness to support others without personal interest.
Vu Dinh Huan (1730 – 1801)
He was born in 1730 in Truong An hamlet, Phuc Lan ward, Qua Son commune, Phu Cat district, Binh Dinh. He soon joined Tay Son army and grasp many feats of arms. It can be seen that he was a shining example of being loyal to the king and patriotic.
Nguyen Cong Tru (1778 – 1858)
He was born in Uy Vien village, Nghi Xuan district (Ha Tinh). However, there was a period of time when he was attached to Ninh Binh and worked as Dinh Dien Su at the Kim Son land nowadays. He was born on the first day of the eleventh month if Mau Tuat.
He had gone through many positions in Ninh Binh and deserved credit for reclaiming the Kim Son land and expanding agriculture. Besides, he was a talent general with great art of war. For Ninh Binh in general and Kim Lien in specific, Nguyen Cong Tru had profound emotion and significantly contributions.
Pham Van Nghi (1805 – 1881)
Pham Van Nghi was a native of Tam Dang commune, An Trung canton, Dai An district, Nghia Hung prefect (now belongs to Tam Quang village, Yen Thang commune, Y Yen district). He was born on 22 Dec 1805 (the fourth day of the eleventh month of At Suu lunar year).
He was the 15th descendant of the family Pham Hoang Xa – Dai An that the ascendant Pham Dao Soan had come to Ninh Binh to settle from the early Le dynasty. Inherited from the ancestral tradition, Pham Van Nghi was so patient to practice and pass the baccalaureate degree in 1837 as well as second-rank doctor in 1838. It was thanks to not only his self-discipline, devotion to reading book or deep thinking but also his friendship, exchange of learning and reading with famous artists in Ninh Binh such as retired scholar Pham Duc Dieu – a native of Non Khe village, baccalaureate Vu Duy Thanh – a native of Van Bong village, Yen Khanh district and Vu Pham Khai – a native of Thien Tri village which now belongs to Phuong Tri village, Yen Mac commune, Yen Mo district.
As a mandarin, he used to be county chief of Ly Nhan (Ha Nam nowadays), academic composer, historical editor, provincial education officer in Nam Dinh. However, his life and career didn’t focus all in becoming a mandarin. The most noble and respectful character in this man was that he always took care of his citizens and country while underestimating the glory and perquisite. He came forward to ask for people in Ninh Binh and Nam Dinh to explore Dai An coastal area, set up Si Lam camp, saved people from hunger, bought rice fields for poor people or set up warehouse helping injured people from starvation, etc. He also organized a brave army to fight against the French invasion. Pham Van Nghi also left many patriotic poems and there are many patriotic scholars who used to be his students.
Vu Pham Khai (1808 – ?)
Vu Pham Khai was a historian, poet, writer and politician who had talents in many areas. He had the soul and aspiration of a patriotic elites. He had undergone three reigns of Minh Menh, Thieu Tri and Tu Duc dynasty with a full heart for the king and the country.
Vu Duy Thanh (1807 – 1861)
Vu Duy Thanh was a poet, reformer and an erudite scholar who lived a simple life close to the people. In the Dinh Dao exam, he used to propose 4 things in the way of King: To get the business first; To bring peace to the people; To take the class for root; To get elites for helping people. He always lived for the peace of people.
Nguyen Tu Man (1810 – 1901)
He was born in 1810 in Dong Cao village, Gia Ho commune, Ky Vi canton, which is now in Thu Dien village, Ninh Nhat commune, Hoa Lu district. Nguyen Tu Man was very knowledgeable about Ninh Binh geography. His works had much value attached to motherland and were precious documents on the ancient Ninh Binh. He is regarded as the geographer of Ninh Binh.
Nguyen Van Gian (1822 – 1892)
He was born in 1822 in Nam village, Phung Thien commune, Bong Hai canton, Yen Khanh district (now known as Nam village, Khanh Thien commune, Yen Khanh district). Nguyen Van Gian was simple, compassionate and frank. When the French invaded Vietnam, he commanded an army to have a drastic fighting with the enemy and won many victories in Ninh Binh.
Pham Than Duat (1825 – 1885)
He was born on the 24th day of the sixth month of At Dau lunar year (4 November 1825) in Yen Mo Thuong village, which is now known as Yen Mo Thuong, Yen Mac commune, Yen Mo district. During his life, Pham Than Duat was always dedicated to the cause of helping the country and its citizen, contributing to the fight against the invaders. He was honored and remembered by every one.
Second-best court counselor Pham Dan Que (1836 – 1876)
Pham Dan Que was born in Binh Than lunar year in Nhat village, Bong Hai commune, which is now known as Hieu Thien village, Yen Khanh district, Ninh Binh.
He was talented and faithful right from an early age. At that time, Bong Hai was the land of literature with the civilized Bong Chau. In such cultural environment, Pham Dan Que was inherited from the essence of education and quickly matured to be the second-best in the old mandarinal exam in Mau Ngo lunar year of the 11th Tu Duc reign (1858). In early 1863, he was nominated to hold the position of Ninh Binh Binh bo Vien Hoa ngoai lang. He was also recommended to be the Court counselor cum Hanh tau bo le who was often consulted by King Tu Duc. During his life, Pham Dan Que had gone through many important events.
Military affair Nguyen Tu Tuong (1844 – 1898)
Nguyen Tu Tuong, also Bang Tuong, was a dutiful son being given the words “Thuan Ton” (i.e. dutiful nephew). Later, thanks to his talent in literature, he was invited to be a mandarin by the Nguyen dynasty. He was also a Can Vuong righteous patriot who often gathered armies to participate in the uprisings.
Dinh Van Dien – A patriotic parishioners
It was unknown where his native village was, only known that it was in Yen Mo district. It was also unclear how he was born and died in, only known that he lived and worked in the reign of King Tu Duc. He was a Christian follower.
In November 1868, Dinh Van Dien submit a secret petition to King Tu Duc to propose some efficient works necessary to fight for the French invaders. Such proposals included setting up Nha Doanh square and Binh Chuan service everywhere to facilitate the circulation of foods; boosting the gold exploitation; ship building, asking Western people and British to be against the French invaders, reducing workload and increasing salary for their troops to be more concentrated on training. Well deserved soldier should be awarded worthily, wounded soldier must be nurtured for a lifetime and descendant of martyrs should be considered for employment.
Luong Van Thang (1865-1940)
Luong Van Thang was born in 1865 in a Confucian family in Lu Phong village, Quynh Luu (Nho Quan). His father was Luong Van Nhung, a patriotic Confucian scholar who had broad education. His mother was a hardworking farmer who spent most of the time on the field.
During his childhood, the boy Luong Van Thang had soon proved his cleverness, intelligence and courtesy. He received the love and care from his family to go to school. When he grew up, he was sent to Nam Dinh city to follow a moral and patriot teacher. Luong Van Thang progressed a lot while receiving the love from his friends and teacher. His main subject was Confucianism, yet he was fluent in the national language.
Being well educated, Luong Van Thang soon realized the injustices in the society, the opposition between the misery of people and the luxury and futility of the imperialists. After passing the baccalaureate, Luong Van Thang didn’t work for the feudal imperialist but came back home for medicine and teaching. Living in harmony with the neighbors, Luong Van Thang felt sympathetic for the poor labor. He always helped them when they were weak and was dedicated in teaching students. On the contrary, he hated the officials who always tried to clean others out.
The older he was, the more profound academic reputation of Luong Van Thang widespread. He was respectfully called as “Quynh village bachelor” who was teacher of many students around the region.
Dinh Tat Mien – the first secretary of the Indochina Communist Party in Ninh Binh province
Dinh Tat Mien (1891-1939) was born in a peasant family, which is now in Son Thanh commune, Nho Quan district.
During his childhood, Dinh Tat Mien was very eager to study. He used to go to Ha Nam for following Tam Nguyen Yen Do Nguyen Khuyen. Together with Han .
On 24 June 1929, the Vietnamese Revolutionary Youth League in Lu Phong transformed into the Indochinese Communist Party whose secretary was Luong Van Thang. Dinh Tat Mien was also admitted to the original LU Phong Party cell. After that, Dinh Tat Mien was assigned to the Party foundation in Say village. By the prestige and clever mass mobilization, Dinh Tat Mien had built up a solid system from his own home, where the communist ideology was disseminated to the poor labors. On 15 August 1930, the first Party cell of Say village was established under the
Leadership of Dinh Tat Mien. In order to facilitate the revolutionary activities, he stopped teaching and switched to a herbalist writing out a prescription. When curing others, he often let the leaflet in medicine in order to propagate the communist ideology to the whole area in Nho Quan.
