The innovation in educational assessments will be a breakthrough for education renewal, said Nguyen Minh Hien, Deputy Minister of Education and Training, during an online discussion.

Deputy Minister Hien said the innovation in education assessments will include new examination methods throughout the entire education system and new quality evaluations in provinces and training units.

He said such innovation will, in return, have effects on teaching methods.

“Changes in examination methods will result in changes in teaching and learning methods,” he said.

The current education assessments still have many shortcomings, the deputy minister added, saying that it forces students to remember knowledge, rather than practicing.

“For instance, a test given back with only the grade will not tell students what knowledge they lack and what they should improve. The goal of the renovation is that students will know what they should improve,” he said.

Regarding the new method for university entrance exams, Dinh Xuan Khoa, Head of Vinh University in central Vinh City, said such methods will be of practical benefit for both students and universities.

Under the plan being drafted by the Ministry of Education and Training, universities would themselves decide whether to organise entrance exams, or they would enroll students after considering their learning records.

“The reform method will save us from VND70 to 100 billion (up to US$4.7 million),” Khoa said.

Van Nhu Cuong, headmaster of Luong The Vinh Private High School, said such methods should have been applied earlier.

Many participants at the discussion also expressed their welcoming open tests, saying that such tests will encourage students to improve their comprehensive skills.

Regarding the issue of extra-classes, Deputy Minister Hien confirmed extra-class will still exist due to demand from students. However, he said this will not be pressure on students.

He added that open exams, along with changes in training methods, will gradually eliminate useless extra-classes.

Van Nhu Cuong said extra-classes have their own positive impacts, but useless extra-classes must be eliminated and useful ones encouraged.

He said a survey needed to be carried out to determine the demand for extra-classes and who wants them.

Once students acquired all necessary knowledge at school, they won’t have the need to have extra-classes, Cuong said.

Last month, the Communist Party of Viet Nam Central Committee adopted a resolution on the fundamental and comprehensive reform of education and training.

The resolution covers a wide range of renovations relating to all educational activities. The key measures cover education management, developing teaching staff and renovating testing and assessment methods.

Renovation of testing and assessments is considered a breakthrough measure because it will control and change all other educational activities.

It will not be costly, but is expected to help change both teaching and learning methods for teachers and students, said Minister of Education and Training Pham Vu Luan.

SEAMAO meeting

Minister of Education and Training Pham Vu Luan, who is also the elected President of the South East Asia Ministers of Education Organizations (SEAMAO), yesterday met with Cambodian Minister of Education, Youth and Sport Hang Chuan Naron.

As the president of SEAMAO, Minister Luan requested that Cambodia boost co-operation with the organisation, in an attempt to raise the quality of education and human resources training.

Minister Hang Chuan Naron thanked SEAMAO for helping Cambodia improve its education sector, and has gladly accepted an invitation to attend the 50th anniversary meeting of the organisation.

The two ministers also shared experiences in education management in Viet Nam and Cambodia, and discussed plans to foster mutual co-operation in education and training.

They also agreed on activities among each country’s overseas students. It was further announced that the ministries will complete content to allow for the signing of a co-operation agreement.

Hanoi’s Department of Education and Training has proposed that the municipal People’s Committee suspend operations at the University of Technology and Management following violations of the education regulations.

An official from the department, Hoang Huu Niem, confirmed on November 27 that they had made the proposal after conducting an investigation of the university.

“We found that the University of Technology and Management had not met their commitments signed with the department. They do not have the required facilities or staff so we’ve sent a proposal to the People’s Committee to halt their operations,” Niem stated.

According to Niem, government decree stipulates that People’s Committees in cities and provinces are responsible for supervising and managing the quality of training at educations institutions in their areas, while the Ministry of Education and Training will decide the fines and punishment for violating those regulations.

On November 22, the Ministry of Education and Training’s Inspection agency sent a document to the university, saying that they have received numerous complaints from students and their parents about the university and violations in the enrollment process during the 2009, 2010, 2011 school years.

The inspection agency asked the university to send them a report on the issue no later than December 5.

The deputy head of the inspection agency, Nguyen Huy Bang, said that they would strictly punish violating universities in order to ensure the rights of students and the quality of higher education in the country.

Set up in 2007, the University of Technology and Management now has nearly 300 students, but half of the student body enrolled with fake documents.

An inspection conducted of over 254 student enrollment records between 2009 and 2011 found that several students at the university did not meet entrance requirements.

Some are studying in fields different from those for which they registered. As many as 145 students have falsified documents because they actually did not take the university entrance exams.

On the evening of 31 October, together with young people in Vietnam and all over the world, this student group organized an American Halloween night.

Vietnamese children were happy to welcome Halloween Festival together with the overseas students.

To prepare the festival night, they bought apples and pumpkins. Apples were used to play bobbing for apples (putting apples in the water tub or basin) and pumpkins were used to carve pumpkin (carve smile face and cruel ghost … subject to intentions of the carver)

“Bobbing for apples” game is to use mouth to put apples in the water tub or basis faster.

First, all people gathered and invited children to play games. The children also made up and worn costumes of characters they wanted. A member said that on the Halloween day, in America, the children would go “Trick or Treat ’’ – ask for candies of the neighbor houses.

And here the children traveled from room to room of American students. The American students prepared candies and agars … and waited for the children in their rooms. Upon the children knocked at the doors, the room owner opened the door, the children asked for treats with the question ‘Trick or Treat’ and the room owner delivered candies to the children. Then, they traveled another room and do similarly.

The third game was ‘Carving pumpkins’. This game is rather traditional in America. They often carve pumpkins before several days of Halloween Festival. Here the students had four pumpkins and divided into four groups to carve pumpkins. Upon completion, they placed candles inside the carved pumpkins to see faces of the pumpkins.

Influence of young teachers such as Khac Hieu, Anh Duy or Hong Anh … gets out of the walls of the schools and admired by students in Vietnam.

Psychological teacher Nguyen Hoang Khac Hieu

Mr. Khac Hieu is famous for “problem-solving” clips shared on the forums by the young people. In these clips, he gave students instructions for fighting against robbers, escaping from danger by sexual harassments and responding to black clips …

A strength of the clips supplied by him and student team is highly educational but not dry. Each clip obtains hundreds of thousand visitors on Youtube. And among the teachers named in this list, Mr. Hieu has the largest number of fan page members on Facebook (129,000 people).

Nguyen Hoang Khac Hieu is a lecturer of the Educational Psychology Faculty, Ho Chi Minh City University of Pedagogy. He is a postgraduate of psychology doctorial course in Vietnam Academy of Social Sciences. Besides, he is a psychologic consultant on telephone exchange.

During studying and working, MA. Khac Hieu was awarded “Young psychologic talent” of Vietnam Education Psychological Science Society in 2006 and prized “Scientific research” of the Ministry of Education and Training in 2006.

“Beauty queen” Phan Hong Anh

Phan Hong Anh is well known after an extra-curricular event of Ams School in August. In this event, Hong Anh plays a role as a member of the jury.

At that time, this young teacher was rather new to most of the students. Young people admire her and bravely ask for taking photos with Hong Anh and upload on the Internet. For nearly a day, after network community knew Hong Anh, her “secret file” was disclosed.

Hong Anh was a second winner in Hanoi Elegant Beauty contest – Imiss Thang Long 2010. She came first of Math Faculty in the university entrance examination and graduated excellent grade.

“Hot boy” Lai Minh Tien

With handsome face as actors, Math teacher Lai Minh Tien makes many schoolgirls “love”. He is known by the network community through a social web page of Luong The Vinh High School. His photo together with his students is uploaded on this page with “wing” praises.

Mr. Minh has a nickname Minh “cute” by his young face. But, his achievements are not “young”. He is a MA. And studying Doctorial Course.

During working, Mr. Minh has guided students to take the 20th National Olympic Math test. He shares that he will continue to guide young Math teams in future if he has opportunities.

Teacher – M.C Hoang Anh Duy

Like Mr. Minh, a young lecturer Hoang Anh Duy is also a MC. At present, he is a MC of “Ring the Golden Bell” show, a favorite game show of the students.

After becoming a lecturer of Hanoi Foreign Trade University, Anh Duy won “Golden Swallow” prize of “Television MC 2009” contest. He had many opportunities to develop MC Field, but he did not give up his job as a teacher. He has cleverly combined teaching and MC work.

Mrs. Dung – History teacher of Phan Dinh Phung High School (Hanoi)

Her fan page is not imposing in quantity but like a common house of students in Phan Dinh Phung School. Her students call her “idol” and feel pleased with her humorous teaching method.

Mrs. Dung often has “immortal words” and inserts life lessons in the history class to help students understand easier. She is not strict but often raises thorny questions. The most impressive thing is that no student hesitates to study History with Mrs. Dung, a theoretical and unattractive subject.

Although she is loved by her students, she does not understand why she is “well-known for no reason at all”.

“Best Physics teacher” – Duong Van Can

In spite of being not young like the above teachers, the unique personality of Mr. Can helps him have a large number of the fans. He created poems to insert into dry Physics lessons and his students are interested in it. He thinks and desires that his students are the happiest and apply Physics into the life but is not stuff his students’ head and write on exam papers and forget after examinations”.

Thus, his lessons in the preparatory center for university entrance examination is paid attention to and noted carefully by the students. Later, his students set a fan page for Mr. Can and uploaded good Physics poems created by Mr. Can. Even, his students offered him a cup printed “Best Physics teacher”.

Mr. Tran Tho was trusted and nominated by Da Nang People’s Council and elected by 47 out of 48 members (one absented with reason). The meeting also dismissed the Chairman Nguyen Ba Thanh because of being assigned to hold the position of Head of Central Committee of Internal Affairs in Hanoi by the Politburo.

Speaking after being elected, Mr. Tran Tho said he would try his best to complete the tasks. Recognizing the difficult challenges in the terms of socio-economy in 2012 significantly affecting that in 2013 and surely lasting for the following years, he called: “Each of us has to further promote the comprehensive strengths, concentrating, striving, and thinking correctly and working more and more, striving to maintain a stable Da Nang, continuing the sustainable development.”
The new Chairman of City People’s Council suggested the delegates to ceaselessly listen carefully, immediately reflecting the reasonable, legal and proper and recommendations of the people, enhancing the supervisory liability, implementing resolutions of the People’s Council to improve the living standards of the people.

Holding office as the Chairman of Da Nang People’s Council since 2004, Mr. Nguyen Ba Thanh asserted he had strived at best in favor of that position and was very touched as saying goodbye while there were a lot of unfinished duties. He also expressed his gratitude to the People’s Council members, teams of officials and the citizens who always supported him on his service, expected the people to ignore his omissions and concurrently sent the message to the city leadership to at any time unite and build the trust within the people.

Head of Central Committee of Internal Affairs also wished Da Nang to continue the administrative reform, improving the responsibility in serving the people, re-distributing the population, focusing on the clearance and compensation and arranging the apartments for civil servants and the poor, resolutely rubbing out the image that the poor had to commonly pay to have the house.

“My duties are today finished but my responsibility still lasts. I contribute my general ideas however you must take responsibility for your decisions. Building Da Nang as today, we are not entitled to satisfy that there are many works to do. I believe that the city will further develop provided that all of you must be in the same mind, and as doing, it must be conclusively,” Mr. Thanh said and showed to continuously hold the office of Chairman of the National Assembly delegation, Chairman of the unfortunate children of the City.

Head of Central Committee of Internal Affairs also expressed that there were many Department leaders signed with relief in the meetings when he was not be Chairman of the People’s Council because they would not be questioned or blamed. “I request Mr. Tran Tho to continue this spirit. Not discipline or punish someone that to be responsible with the people,” Mr. Thanh stressed.

In respect of the position of the Party Committee Secretary, Mr. Thanh revealed: “It is likely Mr. Tran Van Minh (former Chairman of Da Nang People’s Committee) will hold the position of the Party Committee Secretary, or the Politburo will appoint the Central party member to hold this position.”

Foreign investors’ net purchase value has reached $200 million so far this year, according to the HCM City Stock Exchange. The figure is really very small if compared with the golden age of the Vietnamese stock market in 2006-2007. However, it is very encouraging if noting that the stock prices are at the lowest levels in the history of the stock market.

Don Lam, CEO of VinaCapital fund management company, told the press many times that the funds being managed by the company have $250 million in cash and that they are expecting the best opportunities to make disbursement.

Meanwhile, Andy Ho, Investment Director of VinaCapital last week said the right time to come back for disbursement nears. Of the close end funds present in Vietnam for the last five years, the funds of VinaCapital are the only institutions which still have so much money.

Foreign investors seemingly have regained their optimism after witnessing the prices of VN-30 shares (the shares with the highest capitalization value in the market) standing firmly high after reaching their peaks in mid-May, or increasing by 30-70 percent from the deepest low last December.

The prices of bluechips have been firmly high thanks to the reported good business results of the leading companies such as Vinamilk, Hau Giang Pharmacy, FPT, REE or Hoa Phat Group.

Kevin Snowball from PXP Vietnam believes that investors are now in the early stage of the bull market. The growth rate of the net asset of PXP Vietnam has been higher than the VN Index increase thanks to Vinamilk shares, dominating its investment portfolio. Meanwhile, Vinamilk, the leading dairy producer, has been growing strongly so far.

Prior to that, Dragon Capital, a fund management company, released a report, noting that it is now the right time to buy shares of potential real estate firms. Just three months after the report was released, the stock market witnessed the recovery of the shares.

The foreign investors’ optimism explained the establishment of a new open end fund managed by Asia Frontier Capital. The fund with the investment capital of $50 million would target Vietnamese listed companies.

The big significance of the fund does not lie in the number of investment capital, but in the time it is established. It is the only investment fund specializing in making investments in Vietnam set up over the last seven years. The move, in the eyes of analysts, shows that investors now expect the market prosperity and they have got ready for the disbursement.

All that is happening in the market can clearly show the readiness of the foreign portfolio investment capital. The Securities Depository Center reportedly has granted securities transaction codes to 16,677 foreign investors, including 2,243 institutional investors.

Dinh Quang Hoan, Deputy General Director of Ban Viet Securities Company, has confirmed that some big foreign funds have opened their accounts at Ban Viet. This means that they believe the time to make disbursement is nearing.
