Supervisory mission of the National Assembly’s Standing Committee to work in Ninh Binh

On the morning of 25 March, a supervisory mission of the National Assembly’s Standing Committee for implementing policies and laws and ensuring quality, curriculum and books of general education worked in Ninh Binh.

Mr. Dao Trong Thi, a member of the VCP Central Committee and National Assembly’s Standing Committee and Chairperson of the National Assembly’s Committee for the Culture, Education, the Youth and Children as a leader. 

The meeting had participation of Mr. Bui Van Nam, a member of the VCP Central Committee and the provincial party committee secretary; Mr. Bui Van Thang, Vice provincial party committee secretary and Chairperson of the provincial People’s Committee; Mr. Dinh Chung Phuc, Vice Chairperson of the provincial People’s Committee; Mr. Le Van Dung, Vice Chairperson of the provincial People’s Committee; Mr. Bui Van Phuong, Vice leader of the provincial National Assembly delegation … together with leaders of the Department of Education & Training and representatives of the relevant departments.

Addressing in the meeting, Mr. Bui Van Nam, a member of the VCP Central Committee and the provincial party committee secretary, summarized socio-economic development results of Ninh Binh province in past years, emphasizing economic development to create favorable conditions in investment and development of education and training.

The province had many policies to encourage and call upon participation of the whole society in education. Many study promotion funds were established, including Dinh Bo Linh study promotion fund of VND 20 billion, as an active and timely encouragement to help the gifted and poor students overcome difficulties and create motive force for education and training development of Ninh Binh province.

Mr. Le Van Dung, Vice Chairperson of the provincial People’s Committee summarized implementation policies and laws and assurance of quality, curriculum and books of general education.

The province’s leaders proposed and recommended the National Assembly and the Government of Vietnam the following matters like strengthening investment to education in the rural and difficult areas; issuing satisfactory salary mechanism for teachers and education managers to create conditions for them to fulfill the assigned tasks; strengthening investment to education in the coastal schools under Decree No.61 of the Government; considering, adjusting and allocating education budget to give a priority to general education for the ethnic areas and difficult areas; implementing social policies and supporting students of the poor families and other preference target programs; giving proposals to early amend tuition policy as stipulated in Decree No.49/2010/ND-CP on reduction and exemption of tuition fees, support for learning cost, collection and use of tuition applicable to educational institutions belonging to national education system from school year 2010 – 2011 to 2014 – 2015; providing seniority mechanism for teachers to be appointed as managers in the Department of Education & Training and for the retired teachers; and increasing expenditures for education to strengthen facilities and equipments for teaching and learning….

To conclude the meeting, on behalf of the Supervisory Mission, Mr. Dao Trong Thi thanked for close and effective coordination of Ninh Binh province in supervisory program, especially statements and specific answers to questions of the Supervisory Mission regarding book program, educational policy, salary for teachers, reference books and expenditures for education – training facilities … of Ninh Binh province as a basis for the Mission’s consolidating opinions and submitting to the relevant ministry as well as the National Assembly’s sessions and ensuring education and training development in Vietnam.

Speaking at the meeting, Mr. Bui Van Thang, Vice provincial party committee secretary and Chairperson of the provincial People’s Committee confirmed that education and training sector always received concerns of the Party Committee, governments and the whole society by Directions, Resolutions, Plans, Programs and specific objectives.

Investment and construction of school facilities and support of teachers, especially teachers in the pre-schools and low-income teachers … are also concerned by the relevant departments and levels.

The Chairperson of the provincial People’s Committee recognized specific and active contributions of the members of the Mission through problems and questions raised by the Mission and Ninh Binh province would acquire and deliver specific report and statements in coming time.

The Chairperson of the provincial People’s Committee also expected that the province’s recommendations and proposals would be reported by the Mission to the National Assembly and the Government for consideration, adjustment, amendment and supplementation in line with the actual situation of Ninh Binh province in particular and education & training of the whole country in general.

On the afternoon of the same day, the supervisory mission of the National Assembly’s Standing Committee divided into 2 teams to carry out supervision in Ninh Binh semi-public school and Luong Van Tuy School for gifted students.
