Conference on measures to implement National Highway 1A upgrading and expansion project

On 11/5, a meeting was held by the People’s Committee of Ninh Binh province to discuss construction methods and land clearance of National Highway 1A upgrading and expansion project (phases 1 and 2) and chaired by Mr. Bui Van Thang, Vice Provincial Party Committee Secretary and Chairperson of the provincial People’s Committee.

The Chairperson of the People’s Committee of Ninh Binh province is speaking at the meeting.

The meeting had participation of Mr. Dinh Quoc Tri, Standing Vice Chairperson of the provincial People’s Committee and representatives of the departments, enterprises and localities related to the project.

The delegates are informed of the progress of construction and land clearance of 3 projects, including National Highway 1A upgrading and expansion project – Northern Gate section (km258+700 to km262+700) and Southern Gate section (km267+400 to km 277) of Ninh Binh City with total investment of VND 631,806 billion and the project was commenced in 9/2009 and expects to be completed on 30/6/2013. Up to now, the work is basically completed but some work items are under progress due to problems about land clearance; such as the 484m section of Mia Street, Ninh Khanh Ward with 71m retaining wall was built and 197m road base being built and 302m section of the culvert along Van Giang Street, Ninh Phong Ward. On 09/5/2013, the People’s Committee of Ninh Binh City organized construction protection. For some households not accepting land clearance, the People’s Committees of Ninh Binh City and Hoa Lu District took specific measures and strived for handing over the site as scheduled.

The National Highway 1A upgrading and expansion project – section of Doan Vi Bridge to North Gate 9 (km 251+250 to km258+700) and South Gate to Doc Xay (km 277+00 to km 284+800) with total investment of VND 1,204,608 billion. In which, Gian Khau Bridge was commenced in 9/2011 and completed in 10/2012 and road works was commenced in 12/2011 and expected to be completed in 12/2013. Up to now, the whole bridge and road ends of Gian Khau Bridge section were completed and operated since 02/02/2013; the contractor is building the road base of the whole route and it is estimated to obtain about 70% of the construction quantities. Value of the project implementation is about VND 475.5 billion (46.18%).

For the National Highway 1A upgrading and expansion project in phase 1, the land clearance council will strive for handing over the whole of the site plan prior to 15/5/2013 as a basis for directing the contractor to mobilize equipments and materials and complete the remaining works prior to 30/6/2013; and for phase 2, strive for handing over the site plan prior to 30/5/2013 so that the contractor completes construction in 2013.

In the meeting, the delegates expressed opinions to analyze and clarify difficulties and problems affecting the progress of project implementation. However, the construction progress and land clearance of National Highway 1A upgrading and expansion project (phases 1 and 2) still have many shortcomings and difficulties to be solved such as low consensus of the people; incomplete procedures to force some households; and the contractor’s not mobilizing human force and equipments to serve for the project and not attaching importance to ensure traffic safety and environmental sanitation in the site…

Speaking in the meeting, Mr. Bui Van Thang, Vice Provincial Party Committee Secretary and Chairperson of the provincial People’s Committee found that land clearance in some places was slow against the project schedule.

He required that in the next time, the localities, contractors and investors must strictly implement Notice No.18/TB-UBND dated 01/4/2013 and Notice No.20/TB-UBND dated 26/4/2013 of the provincial People’s Committee. The project localities continue to make efforts in land clearance and strive for handing over the whole clean site plan of National Highway 1A prior to 30/5/2013 for the contractor as scheduled.

The localities must strengthen dialogues with the people to clarify their queries and recommendations and then coordinate with the relevant departments to answer and create consensus in the people.

Besides, the departments and localities must re-check documents of the households and re-calculate and flexibly take measures of compensation in accordance with the State’s regulations in the most benefits for the people.

He also required that the contractor must strictly carry out labor safety, traffic safety and environmental sanitation in project construction; for the project the localities timely handed over the site plans, the contractor must focus on construction, ensure construction quality and complete the project in 2013.
