Deputy Prime Minister Nguyen Thien Nhan visited and worked in Ninh Binh

On 8^th February, the Government delegation led by Mr. Nguyen Thien Nhan, the Central Party Commissioner, Deputy Prime Minister together with leaders of some Ministries, central industries visited and worked in Ninh Binh

Welcoming and working with the Deputy Prime Minister and the Delegation, there were Mr. Bui Van Nam, the Central Party Commissioner, Provincial Party Committee Secretary, Mr. Nguyen Tien Thanh, Deputy Permanent Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Bui Van Thang, Deputy Provincial Party Committee Secretary, Chairman of the Provincial People’s Committee and leaders of the provincial People’s Committee, leaders of some departments and industries of the province.

  In the mission, the Deputy Prime Minister Nguyen Thien Nhan and the Delegation thurified and laid wreaths to commemorate the heroic martyrs in the Provincial Monument; thurified in temples of King Dinh, King Le, Ly Thai To Memorial House in the cultural and historic relic area of Ho Lu Ancient Capital, thurified in the Spiritual and cultural area of Bai Dinh pagoda mountain, visited some production and business facilities of the province such as Dong Giao Import and Export Food Joint Stock Company, Aroda Shoes Co., Ltd., Quang Trung Mechanical Company.

Next, the Deputy Prime Minister Nguyen Thien Nhan and the Delegation worked with the Provincial leaders, leaders of some departments and industries in the Provincial inter-agency headquarters. On behalf of the Provincial Party Committee, People’s Committee and People’s Countil, Mr. Bui Van Nam, the Central Party Commissioner, Provincial Party Committee Secretary said to welcome the Deputy Prime Minister Nguyen Thien Nhan and the Delegation to visit and work in the province; respectfully expressed the gratitude feelings, concerns, and effectively assistance by the Government, the Deputy Prime Minister Nguyen Thien Nhan and Ministries and Central industries to Ninh Binh in recent years; wished the mission of the Deputy Prime Minister and the delegation successfully. He also emphasized Ninh Binh land had a deep historic and cultural tradition, a lot of potentialities and  a beautiful land to comprehensively develop the socio-economy, science and technology, strengthening the Defence and security.

 Ninh Binh Party Committee and the people, in recent years, have united and tried to reach the relatively comprehensive achievements regarding the socio-economy. The key mission of the province in the next 5 years defines to bring the tourism economy to the accelerating period; focusing resources on building the new countryside; synchronously handling all matters in respect of the agriculture, farmers and rural area; strongly developing the culture, education and health; caring in training human resources. Together with the determination and efforts of the province, Ninh Binh desires the Government, the Deputy Prime Minister, Ministries, and Central industries to pay attention, instruct, direct, orient and assist, particularly in the aspect of culture, tourism, science and technology, health, education and agriculture, etc. to create favourable conditions for Ninh Binh to obtain the objectives set forth and soon become a prosperous province.

Mr. Bui Van Thang, Deputy Provincial Party Committee Secretary, Chairman of the Provincial People’s Committee, reported the Deputy Prime Minister and the Delegation on the results of socio-economic development of the Province in 2011, directions and duties in 2012, which to focus on some such aspects as development of human resources, development of researches, scientific and technological applications, development of agricultual production, preservation and development of cultural heritages, orientation on tourism development, application of information technology. Accordingly, the total of labor forces in the province currently reached 580 thousand labors, rate of trained labors reached over 30%, not satisfying the needs of employers, short of high-level labors in many economic sectors, labor structure was not balanced. In order to overcome that situation, the Provincial People’s Committee approved the Human resource development plan of the province in period 2011 – 2020.

In terms of development of researches, application of science and technology, Ninh Binh concentrated to bring the advances to such aspects as the production of green crab, Cobia fish, Carp, Grouper, oyster, restoring herds of milk goats, bringing high technologies to the manufacture of crane, universal cast-in-place compressor, etc.

In terms of agriculture, the province established some specializing areas in production of agricultural goods such as aquacultural area, production area of sedge raw materials, high-quality rice area, fruit area, fresh vegetable area. The preversation and development of cultural heritages were always paid attention, mission on management of festival activities in the province gradually went into order and discipline. In orientation of tourism development, the province focused on successfully implementing plans approved; strongly calling the investments to meet the infrastructures and tourism development; strengthening mission on the State management, training human resources, actively propagandizing and promoting the tourism. In terms of the application of information technology, construction of e-Government, the province built and approved the Telecommunications and Information Technology Development Plan in the province up to 2015 and orientation to 2020, conducting the Information technology application plan in the provincial authorities.

In the working, the delegations concentrated on discussing, clarifying some issued proposed and recommended by the province that were the construction of Project on restoration and embellishment of Hoa Lu relic area to keep pace with the position and contributions of dynasties Dinh, Le and Ly; facilitating to build Trang An eco-tourism area, Tam Coc-Bich Dong tourism area which was a cultural and eco-tourism complex and assisting the province in completing records and proposing the UNESCO to recognize Trang An landscape complex as the World Natural Heritage, enabling to build Ninh Binh as the National tourism center; constructing the center for high-tech science application and research; enhancing the capacity of information technology application in production and the life; improving the capacity of provincial hospitals and specialized hospitals; funding to the province to soon complete the solidification of schools and classrooms.

Spoke at the meeting, Deputy Prime Minister Nguyen Thien Nhan recorded and praised achievements gained by the Party Committee and the People of Ninh Binh in recent years. Efforts and exerts of Ninh Binh promoted the increasing economic growth, tourism significantly developed against other provinces in the Red River Delta; education and health positively changed; rate of poor families reduced; productivity and quality, value of agricultural production increased. Ninh Binh had the premise for the economic development, the Deputy Prime Minister noted the Province to determine lists of key products in the agricultural production to effectively invest and develop in order to handle employments and increase income for farmers such as production of high-quality rice varieties, aquaculture, processing and in-place packing of seafood, intension of raw material areas for production and processing of Dong Giap Export Food Joint Stock Company and to provide the expansion route of mushroom production.

 With regard to the industrial production, Ninh Binh should weigh and select to develop such products as steel, garment and textile, leather and shoe and cement. It was essential to cleanly produce, mitigate pollution and energy consumption. In addition, Ninh Binh should take interest in the environment, orienting to the example environment for the stable tourism development and development of tourism accompanied with the development of information technology, orienting to a wireless province, attracting the tourists.

Deputy Prime Minister suggested Ministries and Central industries to create conditions for settling recommendations and proposals of Ninh Binh in the completion of records to request the UNESCO to recognize Trang Anh landscape complex as the World heritage; restoring and embellishing the relic area of Hoa Lu Ancient Capital; specifically directing the locality to build a set of database for the development of health, education and training humand resources, applying advances of technique and science to the local practice; registering the intellectual property, etc.
