Observation delegation of the National Assembly oversaw the special subject on the implementation of policies and law on The Defence and Security education.

In the morning of 22^nd March, the Observation group of the Defence and Security Committee, the 13^th National Assembly oversaw the special subject on the implementation of policies and law on The Defence and Security Education since 2001 – 2011 worked with Ninh Binh province.

In the morning, the delegation observed the People’s Committee of Ninh Binh city.

 Mr. Le Viet Truong, Vice Chairman of the Defence and Security Committee, Mr. Nguyen Thanh Hong, Standing Member of the National Assembly Defence and Security Committee, Major-General Pham Hong Huong, Deputy Commander of Military zone 3 and members of the Defence and the Defence and Security Education Council, National Assembly office attented the observation. Working with the delegation, there were Mr. Pham Thanh Son, Standing member, Commander of provincial Military Base, Vice Chairman of Standing Defence and Security Council, comrades on behalf of the provincial People’s Committee and Ninh Binh City leaderships.

In recent years, the Party Committees and the Government at all levels organize to awake the whole officials, Party members to instructions, decrees, leading and direction writings regarding the Defence and security education. The City promoted the propaganda of policies and law on the Defence and security in various and plentiful manners. The city committee of the Party issued 12 Resolutions, the city People’s Committee issued 8 decisions and 114 plans; the city defence and security education council released 14 plans, etc. creating the legal foundations for the implementation contributing to improve the efficiency of the defence and security education. In the last 11 years, the city instructed communes, wards, agencies, units, companies, schools and Defence and security education council to hold 557 classes for nearly 70 thousands of officials and Party members, civil servants and students in universities, colleges, high schools and secondary schools in the area. Furthermore, inspections and observations of implementing policies and law on the defence and security had been also attached special importance by the city.

In the afternoon at the same day, the delegation observed in the provincial People’s Committee. Contacting with the delegation, there were Mr. Bui Van Thang, Deputy Provincial Party Committee Secretary, Chairman of the Provincial People’s Committee; Mr. Pham Thanh Son, Standing member, Commander of provincial Military Base; Mr. Pham Hong Quang, Standing member, Chairman of the Vietnam Fatherland Front in the Province; Mr. Le Van Dung, TUV, Vice Chairman of the Provincial People’s Committee, Chairman of Provincial Defence and Security Education Council together with leaders of related departments and sectors.

In implementation of Directive no. 62- CT/T.Ư by the Politburo in respect of enhancing the national defence education in the whole population in new situation, in recent years, the national defence education in the whole population from the province to the grassroots levels was strictly and effectively developed by the defence and security education council at all level. Contents, measures, forms of the defence and security education were abundantly and diversifiedly conducted associated with propaganda activities to celebrate the major festivals of the country, Army and the locality. Propaganda of policies and law on the defence and security was always promoted via mass media of the nation, locality and visual activities, etc. The Defence and Security Education Council and the Party Committees and government at all levels in the province were always taken interest in directing and leading the organizations to seriously implement the knowledge cultivation of the defence and security to gradation-based objects. Of which, many localities offered the organization methods flexibly and creatively with breakthroughs. Within 2001 – 2010, in addition to the assurance of the entire criteria to be fostered the defence and security knowledge for major officials and comrades belong to objects 1 and 2 convened by the Central Defence and Security Education Council and Military base 3.

The Provincial Committee of the Party and the provincial People’s Committee took the initiative to cooperate with the High Command of Military Base 3 for objects 2 in the Provincial Military School. Organizing 13 classes for objects 3, 36 classes for objects 4, 272 classes for objects 5, 12 classes for dignitaries and buddist priests; 17 classes for other objects, etc. The defence and security education for students went to the order and discipline according to the prescribed program of the Ministry of Education and Training; helping thereby students to further understand the tradition of the country and fatherland, the nature, conspiracy and expedient of “Peace process”, violence disturbances of hostiles; getting good hold of opinions and guideline of the Party in respect of constructing a national defence in the whole population, contributing to the firm protection of the Native Vietnam. Besides, the investment in facilities for the knowledge cultivation of the defence and security was also interested properly.

In the observation, the delegates exchanged to clarify several matters related to the organizational model of the Defence and Security Education Council apparatus at all levels, the defence and security cultivation for dignitaries, officials and students, time for organizing foster classes, financial assurance for the defence and security education, roles of the organizations and unions in the socialization of the defence and security education, setting up team of reporters, contents and programs of the defence and security education, ect.

Stated at the observation, Mr. Le Viet Truong, Vice Chairman of the National Assembly Defence and Security Committee appreciated the results of the defence and security education of the Province, that task in Ninh Binh truthly went to the order and discipline, creating the powerful change in awareness of major officials at all levels, sectors and within the people with regard to the national defence and security, remarkably contributing to the successful implementation of construction and protection of the Nation, maintaining the stability of security and politics and social order and safety in the province.

Vice Chairman of the National Assembly Defence and Security Committee stressed the observation results would be the foundation for the committee to establish the draft law on the defence and security for the National Assembly to review. As a result, it was to suggest the Defence and security Education Council to ceaselessly research and propose towards scope and objects of the defence and security education; issues needed to improve in the contents and methods of teaching in the defence and security education programs; issues on organizing the facilities for the defence and security education; finds for the defence and security education in the province, etc. contributing to improve the quality of law projects positively serving the construction and protection of the Native Vietnam.
