Investment Promotion Seminar 2012 in Ninh Binh

On 30/11, in the Province’s Conference Center, an Investment Promotion Seminar in Ninh Binh Province was held by the People’s Committee of Ninh Binh Province in coordination with the Ministry of Planning and Investment.

Participants in the seminar included Mr. Vu Van Ninh, commissioner of the Central Committee of Vietnamese Communist Party, Deputy Prime Minister; Mr. Hoang Tuan Anh, commissioner of the Central Committee of Vietnamese Communist Party, Minister of Culture, Sport & Tourism; Mr. Dao Quang Thu, Deputy Minister of Planning & Investment; and representatives of the Bureaus, Departments and Institutes under the Central Ministries.

Delegates of Ninh Binh Province were Mr. Bui Van Nam, commissioner of the Central Committee of Vietnamese Communist Party, Secretary of the provincial party committee; Mr. Nguyen Tien Thanh, Standing Vice-Secretary of the provincial party committee; Mr. Bui Van Thang, Vice Secretary of the provincial party committee, Chairperson of the provincial People’s Committee; members of the Standing provincial party committee; and heads of the provincial departments and branches.

Besides, the central and local enterprises, foreign enterprises and foreign organizations in Vietnam also attended the seminar.

On behalf of the provincial party committee, People’s Council and People’s Committee, Mr. Bui Van Thang, Vice-Secretary of the provincial party committee, Chairperson of the provincial People’s Committee pointed out that after 20 years of re-establishment, industry – construction production value in Ninh Binh Province obtained over VND 20,000 billion and increased 27.7 times; and export values went up over 100 times. Service industries, especially tourist service drastically developed (12.4 times) compared to ones upon re-establishment of the province. Agricultural production has gradually developed in commodity based orientation with annual food output of 50 ten thousand tons, averaging food output of 525kg per capita …

Together with production development, people’s living standard in the province has been obviously enhanced. Up to 2011, average per capita income obtained USD 1,250; rate of poor households reduced below 9%; and the state budget attained about VND 3,400 billion in 2011. National defense, security, order and social safety maintain firmly and securely.

However, Ninh Binh province has facing with difficulties: high but unsustainable economic growth rate of the province for years; unimproved investment environment; non-synchronous technical infrastructure; and very large pressure on environmental protection; especially between tourist development and building material production …

According to Chairperson of the provincial People’s Committee, Ninh Binh Province is a locality having favorable conditions for sustainable development such as favorable geographic location; convenient infrastructure, especially transport, port and warehouse and 7 industrial zones planned by the Government and abundant labor force. Ninh Binh has been developing into a tourist center of Red River Delta Region and well performed the Government’s administrative procedures reform scheme … These are necessary and sufficient conditions for enterprises to invest to Ninh Binh. Ninh Binh – Integration and sustainable development is a messenger sent to the investors in this seminar.

Addressing the seminar, Mr. Bui Van Nam, commissioner of the Central Committee of Vietnamese Communist Party, Secretary of the provincial party committee, emphasized that Ninh Binh is a convergence of invaluable cultural and spiritual history values. From poverty, after 20-year reform, Ninh Binh has changed both economy and society. Potentialities, strengths, socio-economic development achievements, natural beauty and historic and cultural of the Ancient Capital not only have a passion for tourists but also provides opportunities for domestic and foreign investors in different fields. Mr. Nam wishes this seminar is a forum for enterprises, domestic and foreign enterprises, international organizations, scholars and managers … to study, learn about, talk and propose policies and solutions for sustainable development of Ninh Binh province. The Province always welcomes and is ready to cooperate with the investors to Ninh Binh.

Participants in the seminar acquired opinions of the enterprises who have been preparing to invest to Ninh Binh province (Ninh Binh Nitrogen Co., Ltd; ADM21 Company and Kyoei Vietnam Steel Company) and listen to talks between leader of the Provincial People’s Committee, Tan Phu Enterprise, Vietnam National Administration of Tourism and Institute for Industrial Policy and Strategy.

Speaking the seminar, Mr. Vu Van Ninh, Deputy Prime Minister, after highlighting socio-economic development achievements of Vietnam in past time, confirms that such achievements have been contributed by Ninh Binh province’s army and people.

The Deputy Prime Minister required that in next time, Ninh Binh must proactively coordinate with ministries and departments and take advantages of support from the experts to use opportunities and conditions for further development; summarize investment attractiveness for past years to timely propose, adjust and build up policies for investors; set up development planning, determine investment projects to advantageous field, including tourist development; take synchronous measures to develop infrastructures, traffic, port and warehouses; proactively apply technical advances to production and give priority to select advanced and modern technology projects and clean technology in the province; and reform management mechanism and take measures to solve difficulties for enterprises in the province, especially in the current period.

In the seminar, the provincial People’s Committee awarded investment certificate to 7 investors of 7 projects with total registered capital of VND 9,118.1 billion and signed the Memoranda of Understanding with 5 partners of 5 projects expected to be invested to the province. The provincial People’s Committee also awarded certificates of merit to 16 entrepreneurs and enterprises having invested successfully and effectively to the province; at the same time awarded campaign medals to entrepreneurs and enterprises having companioned with the province to organize investment promotion seminar successfully.

 On the afternoon of the same day, delegates surveyed and visited investment areas: Phuc Son and Khanh Phu Clean Industry Zone; Dong Giao Export Food Company and Trang An Eco-tourist site.
